2023年3月8日，中国加入《海牙认证公约》。《公约》是海牙国际私法会议框架下适用范围最广、缔约成员最多的国际条约，旨在简化公文书跨国流转程序，已于2023年11月7日起在中国生效。根据《公约》，缔约国公文书仅需办理《公约》规定的附加证明书（Apostille），即可送其它缔约国使用。鉴此，德国送往中国大陆使用的公文书，无需办理领事认证，而是向德国有关部门申办附加证明书。

自2023年1月1日起，德国认证机构由联邦行政管理局调整为联邦外事局（Bundesamt　für　auswärtige　Angelegenheiten）。
