Consul General Qiu Xuejun’s Remarks at the Briefing Meeting On China’s "15th Five-Year Plan" and the China-Germany Economic Roundtable
2026/05/25

Respected Director Weidmann,

Dear Professor Tu Xinquan,

Distinguished guests, ladies and gentlemen:

Hello everyone!

Dear friends from the political, academic, and business sectors of the state of Bavaria, as well as representatives of Chinese enterprises and institutions established here, welcome to the Consulate General! Today we get together and discuss the important topics of China's 15th Five-Year Plan and mutually beneficial cooperation between China and Germany. On behalf of the Consulate General of China in Munich, I would like to extend our sincere greetings to all the friends present here today.

In October 2025, the Central Committee of the Communist Party of China (CPC) issued the Recommendations on Formulating the 15th Five-Year Plan for National Economic and Social Development. In March 2026, China’s National People's Congress (NPC) reviewed and adopted the Outline of the 15th Five-Year Plan for National Economic and Social Development, laying out a grand blueprint for China's economic and social development in the next five years. The main objectives of the Plan are as follows: remarkable achievements shall be made in high-quality development; the level of self-reliance and self-improvement in science and technology shall be greatly enhanced; new breakthroughs shall be achieved in further  deepening reform comprehensively; the level of social ethical building shall be significantly improved; the quality of people's life shall be continuously upgraded; new and major progress shall be made in building a beautiful China; and the national security fence shall be further consolidated.

The Outline sets 20 major indicators covering five key spheres, namely economic development, scientific and technological innovation, people’s well-being, ecological conservation and security guarantee. It prioritizes the advancement of five core tasks: fostering a modern industrial system, strengthening the leading role of scientific and technological innovation, further deepening reform and opening up in an all-round way, promoting coordinated development between urban and rural areas as well as across regions, and improving people’s livelihood and well-being. Centering on its core philosophy, the Plan shifts focus away from growth speed toward development quality, takes domestic demand as the foundation and innovation as the driving force, advances green transition and pursues win-win cooperation through opening-up, thereby laying a solid economic foundation for China to basically realize socialist modernization by 2035.

This blueprint presents enormous cooperation potential and growth opportunities for Germany. China's strategic layout in new energy, new materials, intelligent manufacturing, artificial intelligence, bio-medicine, green and low-carbon sectors, as well as its forward-looking planning for future industries including quantum technology, bio-manufacturing, hydrogen energy, nuclear fusion energy, brain-computer interfaces, embodied intelligence and 6G mobile communications, are highly aligned with Germany's Industry 4.0 initiative, digital transformation drive, sustainable development agenda and high-tech development strategy. The two sides have strong industrial complementarity and high technological synergy. Germany's leading strengths in high-end equipment, precision manufacturing, industrial software, hydrogen energy technology and medical devices can perfectly integrate with China's vast market scale, complete industrial chain and rapidly evolving application scenarios. This powerful alliance opens up broader market space and creates more possibilities for technological collaboration and business model innovation for German enterprises.

In February of this year, in his meeting with Chancellor Merz, President Xi Jinping said that the relationship between China and Germany not only bears on the interests of both countries, but also has significant impact on Europe and the world, and that China and Germany should be reliable partners that support each other, be innovative partners that champion openness and win-win results, and be partners that understand each other and share close bonds through cultural and people-to-people exchanges. Chancellor Merz stated that Germany values its relationship with China and is willing to continuously deepen the comprehensive strategic partnership between the two countries. The consensus reached by the two leaders provides strategic guidance for the development of Sino-German relations.

China and Germany are highly complementary in economies and deeply intertwined in interests, are important partners in the global industrial, supply and value chains. Germany is China’s largest trading partner in Europe, a major source of investment and a key technical cooperation partner. In turn, China ranks as Germany’s top trading partner worldwide, a vital export market and an important investment destination. As the economic powerhouse and manufacturing stronghold of Germany, the state of Bavaria sets an exemplary benchmark for China-Germany economic and trade cooperation.

Bavaria is one of Germany’s most economically developed federal states with the strongest manufacturing industry and robust innovation vitality. Bavaria is home to world-famous enterprises such as BMW, Audi, Siemens, Allianz, Infineon and Knorr-Bremse,and has solid strength in manufacturing, automobile, electronics and other sectors. China has been Bavaria’s largest trading partner for many consecutive years. In 2025, trade volume of the two sides hit 47.4 billion euros, accounting for 10.4% of Bavaria’s total foreign trade and ranking first among all German states in terms of Germany’s total trade with China. Around 500 Chinese enterprises have established presence in Bavaria.Finished vehicles and auto parts, high-end machinery and other products from Bavaria are highly popular in the Chinese market. Meanwhile, Bavaria enjoys outstanding advantages in artificial intelligence, digitalization, green energy and other fields, holding enormous potential for in-depth cooperation with China in these sectors.

For Germany's industries and businesses, opportunities outweigh challenges and cooperation prevails over competition in the Chinese market. The fruitful outcomes of the long-term China-Germany cooperation prove that as long as German enterprises stay confident, make long-term strategic planning, leverage their strengths, pursue in-depth localization, value innovation and operate in compliance with laws and regulations, they will surely achieve success in the Chinese market and deliver win-win results.

Just one week ago, President Trump of the United States paid a state visit to China. President Xi Jinping and President Trump held in-depth exchanges of views on major issues bearing on the two countries and the world at large, and reached a series of new consensuses. The two heads of state agreed on a new vision of building a constructive China-U.S. relationship of strategic stability, providing strategic guidance for  China-U.S. bilateral relations over the next three years and beyond. The new vision will help promoting the stable, healthy and sustainable development of the bilateral relations, and bring more peace, prosperity and progress to the world. The sound and stable development of China-U.S. relations will undoubtedly bring more stable expectations and positive momentum into economic and trade cooperation between China and the EU, as well as between China and Germany.

Looking back, China's economy has forged an extraordinary path with remarkable achievements. China is both a beneficiary and contributor of economic globalization. At present, China's economy is undergoing transformation and upgrading, maintaining steady and sound momentum, and spearheading a new era through high-quality development. Looking ahead, China’s economy has broad prospects and immense potential, and will continue to cooperate with all countries worldwide for mutual benefit and common progress. China and Germany share a time-honored friendship. The bilateral economic and trade cooperation features complementary strengths and win-win outcomes, and is growing ever stronger over time. China maintains close ties with the state of Bavaria with fruitful achievements and promising prospects for future cooperation.

China now offers 30-day visa-free entry to citizens of Germany and many other countries. We hope that you will keep following China’s development by learning about and visiting China, and will act as envoys of China-Germany friendship, bridges for economic and trade cooperation, and bonds for innovation exchange. Let us jointly write a new chapter in bilateral cooperation and help building a brighter future for humanity.

In conclusion, thank you all again for coming. Look forward to further in-depth exchanges and discussions with you. Thanks!
